Searching Cases by Name
Use MCR Search for public magistrate case information. The state describes searches by first name, last name, or case number. A captcha and disclaimer appear before the search interface, and results are capped at 30. WVPASS supports party-name searching for eligible public circuit records after account registration.
- Decide whether the matter belongs to circuit, family, magistrate, municipal, or federal court.
- Open WVPASS for circuit records or MCR Search for magistrate records.
- Enter the known party name carefully and use the case number when available.
- Compare court location, case type, filing date, and status before opening a result.
- Record the case ID and contact the clerk if no result or too many matches appear.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Last Name | Text | One available MCR key | Use exact spelling first |
| First Name | Text | One available MCR key | Pair with other known details |
| Case Number | Text | Alternative key | Most precise route when known |
| Captcha | Challenge | Required at entry | Accept the public-use disclaimer |
Putnam County Case Search Portals
WVPASS is the public circuit-record route. Registration is free, but it requires email verification and two-factor authentication. Only one session can be active, and a session can time out after 60 minutes of inactivity. Case browsing is free. Eligible filed documents cost $0.25 per page plus card processing.
MCR Search is free and requires no document purchase because it does not post filed documents. Its result limit is 30. When a query is too broad, narrow it with a case number or contact the clerk instead of assuming the desired matter is absent.
WVPASS generally includes public criminal and civil circuit records from July 1, 1999 where available. That scope statement is not a guarantee that every older file, docket row, or document appears. Documents absent online should be requested from the Putnam County Circuit Clerk through the counter, telephone, mail, or another method the office approves.
Searching by Case Number
A case number reduces false matches and identifies a court layer. MCR examples use year, magistrate-court, type, and sequence patterns such as YY-M##M-##### and YY-M##F-#####. Putnam's Circuit Clerk also lists B for a felony bound over from magistrate, M for misdemeanor, F for felony, and M-AP for a criminal magistrate appeal.
Enter the identifier as the official system expects it, including punctuation. Do not infer a complete number from an example. A citation or payment-plan ID belongs to the separate Magistrate Court Payment System and is not a substitute for a full name or case-number search.
Putnam County MCR Case Search
The official MCR landing page uses a captcha and public-use disclaimer before its search form.
The captured entry state is part of the official search flow. It does not show a private case and should not be mistaken for a failed database.
After entry, a search can use first name, last name, or case number. Returned information is a public detail view, not a certified history. The state warns that it may not be complete or necessarily accurate, and documents must be requested from the magistrate clerk for a statutory fee.
A common name can fill the 30-result limit. Compare the location, type, filing date, status, and case identifier rather than opening a result based on name alone. If none can be safely distinguished, ask the Magistrate Court Clerk to explain the public search or copy process without disclosing unnecessary personal data.
What a Case Search Returns
A result can lead from an index row to case detail, event history, and docket entries. The MCR layout includes identifiers, location, style, parties and roles, filing data, type, status, charges or claims, judgment data, payments, bond information, and scheduled events when applicable. Not every case uses every field.
| Case Number | The unique identifier used to retrieve the record |
|---|---|
| Style / Parties | The caption and public party-role information |
| Case Type | The criminal, civil, domestic, or other classification |
| Filed Date | The date the action or initiating paper was filed |
| Status | The system's current case state or disposition context |
| Events | Scheduled dates, locations, judge, and closure reason where shown |
Save Putnam County Case Fields
Before leaving a result, record the case ID, case location, description or style, filing date, type, status, and next event. If the detail lists a room and location, save both. In criminal or traffic matters, distinguish a charge from its plea and disposition. In a civil matter, note that claim amount and judgment amount are separate fields.
- Docket entry
- A dated row recording an action, filing code, description, or filer.
- Disposition
- The recorded outcome or resolution context for a charge or case.
- Case event schedule
- The event rows showing time, room, location, judge, and closure information.
- Certified copy
- A clerk-authenticated record, unlike an ordinary portal view.
These details help the clerk distinguish the requested case if the electronic record is incomplete.
Search history is not case notification. WVPASS does not turn a prior query into an alert about a new filing or hearing. Return to the current case detail, review later docket entries, and verify a critical setting with the clerk or latest court order. A saved result can become stale as a case moves.
Statewide vs County Case Search
Putnam County has no separate all-court county portal. West Virginia provides court-level statewide systems, while local clerks remain the official file custodians. WVPASS covers eligible public circuit records. MCR Search covers public magistrate case detail. Municipal records stay with each city, and federal cases use PACER.
| Statewide Search | Putnam Clerk Channel |
|---|---|
| WVPASS circuit or MCR magistrate coverage | Records held by the relevant Putnam office |
| Public index, detail, and eligible electronic layers | Official file, inspection, plain copy, or certification |
| Best for locating and tracking a public case | Best for confirmation and material absent online |
Putnam County Case Search Gaps
The Putnam County Circuit Clerk handles circuit and family files at 12093 Winfield Road, Winfield, WV 25213, and can be reached at 304-586-0203. The Putnam County Magistrate Court Clerk is in Suite 15 at that building and uses 304-586-0234 or 304-586-0270.
Ask in person, by phone, or by mail when a portal cannot answer. Describe the court, case number, party name, approximate filing date, and record needed. West Virginia Code permits specific public-record inspection and copy requests, while court rules and confidentiality laws still control protected files.
No result: Verify the court level before concluding that a case is missing. Municipal tickets and federal matters never belonged in WVPASS or MCR merely because they arose in Putnam County.
Access and Restricted Cases
West Virginia court records are generally open, but a valid law, rule, or sealing order can limit access. WVPASS excludes sealed filings and juvenile cases. CourtPLUS security levels include Public, Confidential-Low, Confidential-High, Sealed, and Expunged. Family orders and indexes may be public while pleadings, exhibits, and transcripts remain confidential.
A missing result does not prove that no record exists. Recheck county, court, name, and number. Consider whether the matter is municipal, federal, paper-only, juvenile, sealed, confidential, or expunged. Then contact the custodian and ask what access the law allows. Do not try to bypass a restriction.
Putnam County CourtPLUS Case Search
Putnam County went live on CourtPLUS on February 3, 2020. Statewide circuit and family deployment finished in July 2024. CourtPLUS supports registered attorney, government, and staff filing roles, with a limited public order-reference verification function. It is not the public search interface for browsing Putnam County cases.
WVPASS launched as the public circuit access route in 2025. Keeping those systems separate prevents a common error: reaching an e-filing login and assuming public case search requires an attorney account. Use WVPASS for circuit records, MCR Search for magistrate information, the municipal clerk for a city case, and PACER for federal records.
The Magistrate Court Payment System is another separate tool. It requires an exact citation, case, or payment-plan ID and adds a stated $2 service fee per payment. It can locate an eligible transaction, but it is not a name-based Putnam County docket search and does not replace MCR case detail or a clerk-certified record.
Appeals can also change the correct search route. A magistrate appeal may produce a circuit record, while a state appellate matter belongs with the Intermediate Court of Appeals or Supreme Court of Appeals. Follow the court named on the latest filing and keep the lower-court number available when asking a clerk to trace the public record.
